Project Background
Rights Jessore is a leading human rights organisation in Bangladesh dedicated to protection and promotion of human rights, prevention of human trafficking and providing service to vulnerable people. Rights Jessore working for victim rescue, repatriation, reintegration, rehabilitation and providing legal support to vulnerable and marginalized people. Since 1991, Rights Jessore has been working in southern part of Bangladesh as a pioneer organization in this sector and later it has expanded its working area throughout the Bangladesh and abroad for upholds the rights of marginalized people. The organization has extensive experience on repatriation and reintegration of trafficking survivors. In this context, Rights Jessore is set to implement a project titled “Establish a short-term half-way home in Benapole under Jashore district and provide support to VoTs & vulnerable returnees.” Funded by the International Organization for Migration (IOM), this 16-month project began in July 2024. The short-term half-way home will be established in Benapole, Jashore.
The project aims to establish a short-term halfway home in Benapole, under Jashore district, to support victims of trafficking (VoTs) and vulnerable returnees. The main purpose of this initiative is to provide various forms of assistance, including food, shelter, medical care, psychosocial support, and legal aid, to help vulnerable returnees achieve stability before returning home. In this background, Rights Jessore is looking for suitable candidates for an immediate appointment as well as to prepare a panel list for the different position of above-mentioned project. In this regard, Rights Jessore invites application for following positions for Benapole, Jashore.
Position Summary of Home Manager
Rights Jessore will recruit a full-time home manager for the halfway home in Benapole, Jashore. The home manager will lead the project and ensure the effective operation of the shelter home. Responsibilities include supervising all halfway home staff, managing project targets, maintaining continuous liaison with relevant stakeholders, and providing monthly reports to the Director of Programs at Rights Jessore, who will finalize and share the reports with the donor. The home manager will be based at the halfway home in Benapole, Jashore. § The Home Manager will lead the project and assist other designated staff in providing all necessary support to the returnees staying at half-way home.
§ The Home Manager will conduct liaison with other contractual staff like physician and lawyers for ensuring timely support to the returnees staying at half-way home. § The Home Manager will conduct regular communication with local thana and other law enforcement agencies like BGB and all other relevant stakeholders to get update news on repatriation and rescue. § The Home Manager will prepare and manage detailed work plans and events in line with project documents and implement the activity according to the guidelines of IOM and in consultation with the management of the organization. § The Home Manager will update on progress, changes, deviations and obtain and document necessary approval of activity and funds. § The Home Manager will work as representative of the organization and attend necessary meetings of IOM and establish good functional working relations with project stakeholders. In addition, Home Manger will attend regular basis in Government meeting and other coordination meeting in working districts. § The Home Manager will be responsible for proper management of resources, communications, relationships, challenges and opportunities with a high motivation and standards. § The Half-way home manager will assist to prepare Standard Operating Procedure (SOP) and other guidelines related to shelter home operation. § The Half-way home Manager will work as the mentor, trainer, supervisor and administrator for the entire team of half-way home and continuously work for team building. § Day-to-day supervise and monitor the activities of project team members including Home Mother, Counsellor, Admin and Account Assistant, Cook, Guard to ensure effective operation of half-way home and implementation of other activities. § The position will organize and facilitate the workshop, meeting and seminar according to project design on half-way promotion and collect information related to rescue and repatriation and reintegration and also referral services. § The position will produce monthly, quarterly and six-monthly report according to prescribed format for ensuring success of the project. § S/He will coordinate with other government and non-government service providing organizations to ensure service through referral. § The Home Manager will organize performance appraisal of staff as per their job description and design necessary action plan for staff development and implement it accordingly; § Setup files to ensure that all project information is appropriately documented and secured. § Maintain the confidentiality of project document and organizational regulations and implement it at his/her jurisdiction. |

Experience Requirements | § Age at most 45 years (Flexible for highly experienced candidates)
§ A minimum of 5 to 8 years of practical experience in effectively managing development projects for vulnerable groups/communities at grassroots levels, coupled with experience in Shelter Home Management, will be considered an advantage for this position. § Required Languages: Strong written and oral command in English/Bangle is required. § Having knowledge and skills in Monitoring and Evaluation frameworks of development organizations; § Strong understanding of gender and diversity issues; § Demonstrate strong interpersonal organizational and communication skills and good communicator, understanding the staffs likes and dislike. § Basic computer proficiency: i.e. MS Office, database management, coordination via email, project-specific management information systems, etc. § Should be self-driven and positive to work in a team and having knowledgeable on a wide range of areas related to the role. § Have training and/or certifications as a House Manager if any. § Should be committed to work following organizational aims, values, principal and policies. § Shows persistence when faced with difficult problems or challenges. |

Position Summary of Home Mother (Female)
Rights Jessore will recruit a Home Mother (female) who will be responsible for the day-to-day supervision of the residents at the halfway home, providing 24/7 support. Rights Jessore will select a Home Mother with primary nursing experience, basic knowledge in this field, or experience working as an assistant in a similar sector, enabling her to provide care services to victims in the absence of a nurse. § The Home Mother will be responsible for the day-to-day supervision of the residents at the halfway home in Benapole.
§ The Home Mother will provide 24/7 support to the residents of Halfway home at Benapole. § The Home Mother will reside at the home to provide continue support to the residents of Halfway Home at Benapole. § The Home Mother will provide emotional support to the residents of Halfway Home including pregnant mothers and children. They listen, offer encouragement, and create a caring environment. § The Home Mother will conduct daily routine work like prayer, food, physical exercise etc. for the residents of Halfway Home according to the Halfway Home Standard Operating Procedure (SOP). § She will play a role of administer to obey shelter rules, ensuring proper behavior and dress among residents. § She will maintain a safe and clean environment for the residents of Halfway Home including mothers and babies. § The Home Mother will coordination with other project staff like Counsellor, Cook, Guard, Project Admin and Accounts Assistant to perform daily routine work. § Maintain good working relation with cook to manage the kitchen, prepare food, and ensure that all residents including children are fed. § Coordinate home visits with parents of the residents of the halfway Home and promote an environment which promotes the reunion of the family as quickly and consistently as possible. § The Home Mother will record all residents enter in the Halfway Home for short-term shelter and assist to counsellor for need assessment. In addition, she will assist to doctor for providing medical care to the residents of the halfway home. § She will ensure that project activities are implemented in time complying with donor requirements; § The position will assist to Home Manager and other designated staff for organizing workshop, meeting and seminar in Halfway Home at Beanpole with relevant stakeholders. § The position will produce monthly report and assist to Home Manager for preparing quarterly and six-monthly report according to prescribed format for ensuring success of the project. § Setup files to ensure that all project information is appropriately documented and secured. § Maintain the confidentiality of project document and organizational regulations and implement it at her jurisdiction. |

Position Summary of Psychosocial Counsellor (2)
Rights Jessore will recruit two full time Counsellors, one male and one female counsellor and they will be reportable to the Half-way Home Manager. The counsellor will be responsible for providing counselling service to the residents of Halfway Home and assist to provide other service according to the needs of the survivors. · The counsellors will maintain a prescribed data sheet of counselling service and will conduct follow-up based on requirements.
· The position will prepare monthly work plan and will provide monthly progress report to the Home Manager as per routine work. · The position will keep record about counselling and reintegration service and assisting Home Manager for completing project data sheet. · The position will also conduct liaison with project related stakeholders and government institutions and upazila and district level administration for residents’ reintegration activities smoothly. · Counsellor will also assist to other project staff specially Home Manager for organizing and conducting other activity designed in project document with different level of stakeholders. · Develop and prepare different kinds of quality documents like stories, best practices and positive changes in beneficiaries lives etc. · Attend various internal and external meeting, seminar, and workshops that relevant to the project. · Perform any other related duties or responsibilities that may be assigned by the organization or donor agency. |

Position Summary of Admin & Accounts Assistant (1)
Rights Jessore will recruit one Admin and Accounts Assistant for the Halfway home at Benapole, Jashore. This individual will assist with the accounting, finance, and administrative components of the project. The position will work closely with the Manager of Finance and Accounts at Rights Jessore to manage day-to-day financial accounting, general office services, and organize records and documentation in compliance with donor procedures. · Manage the accounting, finance and administration components of the project, including field office finance, accounting and administrative activities.
· Ensure consistency with the organization and donor standard operating procedures, policies and accounting principles. · Prepare monthly/quarterly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations. · Support in procurement activities of the mentioned project. · Prepare monthly budget variance reports. · Prepare vouchers (disbursement, receipt and general journal vouchers) for expenditures and ensures that expenses are reasonable, allowable and allocable to the project. · Fulfill the financial rules and procedures of the organization, donor and GoB laws/regulations that are applicable to the project. · Withhold/deduct VAT and taxes at source and ensure payment to the government treasury on time. · Prepare monthly/quarterly and as and when required reports on annual tax computation, monthly Tax and VAT payment etc. · Ensure proper recording of transactions in accounting software and maintain adequate documentation. · Prepare monthly payroll procedures for core staff of the organization and project staff. · Manage all administrative functions of the mentioned project which include administration, procurement, HR and contracts management. · Ensure project logistics systems including procurement of goods and services, transportation, store management and use of supplies in a transparent and accountable manner per the donor policies. · Maintain financial documentation, controls and procedures for the management of funds. · Record keeping of partners’ management of funds and cross check source documents. · Any other task as assign by the organization. |
